Present Number of States and Union Territories in India: India consists of 28 states and 8 union territories. States have their own governments, but Union Territories are ruled by Central Government. A chief minister runs the state government as the head of state while union territories are ruled by the center through appointed administrators. Full Story: Telangana, the last formed state in India was carved out of Andhra Pradesh in 2014 and this is how the total number of states in India reached from 28 to 29 in year 2014. (Now you may wonder how many states in India at present). But the Jammu and Kashmir which was formerly administered by India as a state, lost its status of an Indian state on 31 October 2019, and the number of states in India has gone back to 28. There were 7 union territories at that time, but the number increased to 9 because the state of Jammu and Kashmir was re-constituted into two union territories namely Jammu and Kashmir and Ladakh.

Dadra and Nagar Haveli and Daman and Diu is the 8th union territory of India which came into existence on January 26, 2020 when two former UTs of (1) Dadra and Nagar Haveli and (2) Daman and Diu were merged together, and they became a single territory. About States and Union Territories in India

India is a federal union of states which consists of 28 states and 8 union territories which are further divided into Districts and Tehsils. A tehsil is also known as Taluka or Mandal. States have their own elected governments in India while Union Territories are ruled by the Union Government of India (Central Government). Every state in India has its council of ministers according to the Constitution of India. The elected head of the council of ministers is called the Chief Minister. The chief minister rules the local government in each of 28 states and 2 union territories that are Delhi and Puducherry. Both have their own elected legislative assemblies and the executive councils of ministers with partially state-like function. The remaining 6 union territories are ruled by the center through administrators, appointed by the President of India.

A state (or federated state) is an organized community living under one government, forming a part of the federation (India is a federation). A federal territory is not a federated state, but an area ruled directly by any central government within a federation.
